The proposal must include a detailed timeline including milestones, each with a deliverable (briefing, report, code, etc.). All awards will be firm, fixed price. Payments will be made when those deliverables are actualized and at no other time. Rationale for the cost should provide a detailed breakout of how the money will be spent and how prices and rates were determined. Hourly rates must be justified based on past commercial or Government rates, or by providing examples of equivalent rates for equivalent talent."
